Τον Τούρκο ομόλογό του Αχμέτ Νταβούτογλου, καταγγέλλει με επιστολή του στο ΓΓ του ΟΗΕ Μπάν Κι Μουν, ο ΥΠΕΞ Ιωάννης Κασουλίδης.

Σε αυστηρό ύφος, ο υπουργός Εξωτερικών της Κύπρου Ιωάννης Κασουλίδης καταγγέλλει τον Τούρκο ομόλογό του για τις πρόσφατες αναφορές του και τα όσα περιλαμβάνονται σε επιστολή του για το κυπριακό και το φυσικό αέριο.

Ο κ. Κασουλίδης απέστειλε στον Μπαν Κι Μουν επιστολή, μέσω της οποίας καταγράφει τις αντιφάσεις της τουρκικής πολιτικής, έναντι της Κυπριακής Δημοκρατίας και καταγγέλλει «τον Αχμέτ Νταβούτογλου και κατ' επέκταση την πολιτική της Άγκυρας ότι στόχος τους είναι η διχοτόμηση της Κύπρου».

Παράλληλα, ο Ιωάννης Κασουλίδης υπογραμμίζει κατηγορηματικά ότι η πλευρά μας απορρίπτει το ενδεχόμενο διχοτομικής λύσης.

Η επανένωση της Κύπρου και ο τερματισμός του παράνομου κράτους το οποίο δημιούργησε η Τουρκία με στρατιωτική βία το 1974, αποτελεί τη μοναδική αποδεκτή λύση για το λαό. Κάτι τέτοιο πρέπει να βασίζεται στον πλήρη σεβασμό των ψηφισμάτων του Συμβουλίου Ασφαλείας για την Κύπρο και στη βάση του Ευρωπαϊκού Δικαίου και των ψηφισμάτων των Ηνωμένων Εθνών.

I have the honour to communicate with you in order to draw your Excellency´s attention to the recent statements made by the Minister of Foreign Affairs of the Republic of Turkey, Mr. Ahmet Davutoğlu, to Turkish newspapers asserting that due to “unilateral actions” taken by the Republic of Cyprus with regard to its natural resources, the Turkish government would be open to and indeed lend its support to negotiations between the two communities of Cyprus for a “two-state solution”.

It is our understanding that this assertion is also expressed quite clearly in a letter sent by Mr. Davutoğlu to his counterparts of the five Permanent Members of the Security Council, as well as those of Greece and of Sweden, in late March of 2013. According to press reports, a copy of this letter was also forwarded to you. As I am sure you are aware, the Minister of Foreign Affairs of Greece, Mr. Demetris Avramopoulos, made his response public on 28 March 2013.

It is also worth noting that the substance of Mr. Davutoğlu’s statements and letter has been echoed, on more than one occasion, by the leader of the Turkish Cypriot community Dr. Derviş Eroğlu.

These statements regrettably reveal, yet again, that despite what Turkey may occasionally proclaim, it remains firmly opposed to the objective of reaching a just, viable and negotiated settlement in line with Security Council resolutions on Cyprus and international law. Consequently, it is necessary to underline and reiterate the following points:

The Government of the Republic of Cyprus remains fully and unequivocally committed to achieving the aforementioned objective, through negotiations in the framework of your Good Offices Mission. We categorically reject any and every idea which seeks to partition Cyprus into two states.  The reunification of Cyprus and the termination of the illegal state of affairs which Turkey created by military action in 1974, constitutes the only acceptable settlement for its people. It ought to be stressed again that this can only be achieved through full compliance with Security Council resolutions on Cyprus and adherence to the principles of international law and the Charter of the United Nations.

At the same time, Turkey, while always eager to remind of its status as a Guarantor power, should also never lose sight of the fact that this status emanates from the 1960 Agreements on Cyprus which Turkey signed and which expressis verbis guarantees the independence, territorial integrity and security of the Republic of Cyprus. Turkey stands in grave violation of these agreements since 1974 by virtue of illegal use of force and its continuing occupation of 36,2 per cent of the territory of the Republic of Cyprus contrary to the norms of international law. Mr. Davutoğlu’s references to “two states”, “two peoples” and “two co-owners” in Cyprus, as well as his assertion that the “two states” should equally share the island’s natural resources, constitute a further breach of Turkey’s obligations as a signatory to the 1960 Agreements.

I would take this opportunity to reiterate that Cyprus’ natural resources, including hydrocarbons, belong to the Republic of Cyprus and its people as a whole. Following the solution of the Cyprus problem, the ownership of these resources will continue to rest with the State of Cyprus and its people which is comprised of the Greek Cypriot community and the Turkish Cypriot community.

The management and administration of these natural resources constitute both a right and an obligation for the Government of the Republic of Cyprus, as is the case with any government of any other independent and sovereign state worldwide.

The inescapable conclusion from the timing of Mr. Davutoğlu’s statements and assertions is that the Turkish Government seeks to take advantage of, the current serious difficulties faced by the Republic of Cyprus, due to an unprecedented economic crisis, in order to promote its desiderata vis-à-vis Cyprus contrary to the best interests of both Greek and Turkish Cypriots.

In view of the above, I firmly believe it is imperative that Turkey be reminded, in the strongest possible terms, of its responsibilities and obligations as a member-state of the United Nations Organization and of the need to finally commit unequivocally to the objective of Cyprus’ peaceful reunification, in compliance with the will of the international community as expressed through numerous Security Council resolutions over the years.
